The seal is in the fibre, not a coating
Heat seal tea bag paper bonds because thermoplastic fibres, polypropylene or plant-based PLA, are blended into the paper web itself. When heat is applied, these fibres melt and fuse the paper to itself, sealing the bag with no separate coating or adhesive. Non-heat-seal paper lacks these fibres and must be crimped or stapled instead.
This is what makes tea bag paper different from lidding or blister stock. There is no coated face; the heat-seal capability is distributed through the sheet as a fibre blend, typically abaca for strength, cellulose for body, and a fusible polymer for sealing. Why abaca gives the wet strength
